PHYSICIAN OFFERS NEW INPUT ON "IMPLANT OWNERSHIP"
[The following text was originally sent to author/researcher Katharina Wilson and cc'd to CNI News by physician Joseph Burkes, MD, in response to a paper by Ms. Wilson, recently published in the ISCNI*Flash, which discussed the complex issue of "implant ownership." I recently read [Ms. Wilson's] article in the ISCNI*Flash concerning alleged alien implants. I am an emergency room physician in Southern California and a Working Group Coordinator for the Center for the Study of Extraterrestrial Intelligence [CSETI]. I thought it might be helpful to have additional input from the medical community on this question and so I asked the pathologist at our hospital how his department deals with foreign bodies removed at time of surgery.
His answer was as follows and from our discussion it appeared as if there was a hierarchy of who would be allowed possession. The highest priority applies to legal questions. If it is a police matter and say a bullet has been removed and needs to be identified then a police officer is usually present at the then the time of surgery. The officer then immediately takes possession of the object so as not to disrupt the chain of evidence. Concerns about admissibility in court might make the evidence less than useful in a criminal matter if strict adherence to established procedure is not maintained.
The next priority of possession pertains to tissue identification. If a pathology specimen is needed for a diagnosis, the hospital path lab has priority in terms of being able to analyze the specimen in order to make a correct diagnosis. Once the needs of the pathologist have been taken care of, a patient may receive a bullet or a gallbladder or whatever is removed. Arrangements usually are made in advance and the patient or family simply receives the object in a bottle after surgery.
As a physician I have no doubt that implants are a reality. In my practice I have encountered one such case. As a CSETI researcher however I would like to counsel [Ms. Wilson and other interested persons] that the existence of mind control and implant technology in human hands is also a reality. I refer you to the Martin Cannon ["The Controllers"] monograph on the hypothesis that some alleged alien abductions have a more terrestrial origin. Recent articles in the UFO press also have described unclassified information concerning implant technology developed by Western electronics corporations.
In dealing with such an important subject as Extraterrestrial civilizations visiting Earth, all researchers have a tremendous responsibility to behave in a responsible manner. Wild accusations directed against Extraterrestrials who we truly know very little about (with any high degree of certainty) could be dangerous for our culture. It might set the stage for conflict between their civilizations and ours where there might not need to be conflict. .
SIMS & LEIR RESPOND TO QUESTIONS ON IMPLANT REMOVAL
[The following text was faxed on August 31 to the ISCNI office by Derrel Sims and Dr. Roger Leir. It was titled "Response From Derrel and Dr. Leir Regarding Alien Implants And the Collection Of Physical Evidence" and is "an open letter to Michael Lindemann" intended for distribution to readers of the Flash. The text has been slightly edited.]
It has come to our attention that numerous questions have been raised regarding the work we have been doing in the collection of physical evidence for the verification of the abduction phenomena. We would like the opportunity to address some of these issues.
To begin, let us update your readers with the true picture of progress that has been made to date. First of all, we have performed only a limited number of six surgeries. The reason for this has to do with the strict protocols and criteria that we have established. These entities have not only been reviewed by our own board of directors [Fund for Interactive Research in Space Technology -- FIRST] but have met the extreme standards of the National Institute of Discovery Science [NIDS, headed by Robert Bigelow]. This prestigious organization has agreed to fund our work in part, and adds its own expertise to the quality of the findings.
The procedures we developed were not only responsive to the needs of our [abduction] subjects [and] the Ufological community, but also to the established scientific community. We will continue to redefine our procedures with reference to all physical and ethical requirements. All those well meaning folks out there who think they have a clue about our written procedures, including the CRITERIA and PROTOCOL MANUALS that we have developed, are totally living on another planet. This material is kept locked in a safe place along with other analytical data.
We recently were presented a copy of a set of so-called criteria and rules pertaining to implant removal that someone had placed into cyberspace. All we could do is raise a giant belly laugh. Evidently someone is perpetrating some sort of a juvenile hoax on an unsuspecting ABDUCTEE PUBLIC in the name of medical science. I hope that this will help set the record straight. For all those that might think we are part of this project, please let us state categorically for the record that NO doctors, surgeons, neuropsychologists, psychiatrists, gynecologists or other medical or scientific personnel involved with F.I.R.S.T. have any knowledge of this other project.
We also have recently read in ISCNI*FLASH the account of one of our most revered patients, Mr. Pat Parrinello. We considered it to be an open and honest interview. Pat stated without hesitation his beliefs in relation to the implant removal experience that he had just been through. We have encouraged all of our surgical candidates that want to participate in a public forum, to always be candid and present their personal side of the story. This is the substance of true scientific research. We would like to interject the fact that Pat's experience is still ongoing, and the final outcome will probably not be recognized for some time to come. This also holds true for any of the other surgical candidates.
There has been a number of ludicrous comments that have come to our attention, which have appeared on the internet. If some of these individuals would take the time to read state law, learn the facts, inquire about how true scientific research is performed, and put things into a realistic perspective, many of these issues would be put to rest.
For example: comments made in reference to the so called OWNERSHIP of [excised] implants. First of all, don't you think that it is a little premature for someone to be concerned about the ownership of an object that has not been determined to be anything but a substance that is just plain ALIEN TO THE HUMAN ORGANISM? With regard to ownership, if I, in the capacity of a surgeon, placed a metallic fixation device in a patient's bone and five years hence decided to remove it, who do you think would be its rightful owner? Continuing with this train of thought: If we do find a credible "IMPLANT" of alien origin, would it not belong, then, to the Alien Being that actually installed it in the first place? Let's get serious.
The ownership of such a device truly belongs to humanity at large. We are only the temporary guardians or curators. There should be absolutely no private exploitation as some have suggested.
Recently, we discussed this issue with a number of credible alleged abductees and they were asked about their own personal experiences with possible implants that had either come out of their body or had been purposely removed. By and large, they all seemed to have one problem in common. They either lost them, improperly stored them, or had them stolen -- the net result being total loss of scientific evidence and knowledge for mankind. I wonder if anyone of your readers thinks this is the true path for the pursuit of knowledge.
In reference to our supposed mass solicitation for implant removal [subjects], NOTHING could be farther from the truth. In fact the opposite is the reality of the situation. If we receive one hundred possible inquiries about the removal of these objects, approximately only one of these may even be a viable candidiate.
Our goals in this study are:
1. To remove suspect anomalous objects at only the request of the
experiencer.
2. To perform this in the most scientific and careful manner.
3. To preserve the specimen under the most favorable conditions for
immediate study, or for future examinations under conditions which take
advantage of technology which has not been developed yet.
4. To maintain the anonymity of the [experiencer], the professionals, and
the involved organizations. The names would only be exposed with the
expressed permission of the involved parties.
5. To act as a clearing house and in the capacity of a curator for all
obtained physical evidence, not just alleged implants.
6. To scientifically investigate this physical evidence by using the best of
possible laboratories available to us.
7. To disseminate this knowledge, first through recognized scientific
channels, and finally to the public at large.
We hope that this letter will answer some of the questions posed.

BRITISH BROKER TO INSURE AGAINST ALIEN IMPREGNATION
LONDON, Aug 23 (Reuter) -- Worried about sex with space aliens?
A British broker claimed on Friday to have become the first insurer in the world to offer a policy against impregnation by beings from another planet.
It took a nuclear strike by Earth's American-led forces to beat off the aliens in the blockbuster film "Independence Day," but earthlings now can buy financial compensation for the alien sexual embrace.
Specialist broker Goodfellow Rebecca Ingrams Pearson (GRIP) said for 100 pounds ($155) a year adults living in Britain could insure against two sorts of extraterrestrial interference.
Abduction by aliens would net the victim 100,000 pounds and impregnation -- a risk against which both men and woman can insure -- doubles that sum.
"I personally would not buy a policy of this nature, because I don't think the risk is commensurate with the premium," said GRIP managing director Simon Burgess. "But if there is the fear of these things out there, we are justified in offering to cover people against them."
Some U.S. insurers, cashing in on "Independence Day`" fever, and on recent evidence that life may have existed on Mars, have offered policies covering abduction by aliens.
But until now, Burgess said, it has been impossible to insure against being impregnated by a being from another planet.
[ISCNI*Flash assumes that the insurer would pay only for indisputable -- "proven" -- cases of abduction. We wonder if they would pay for a "pre-existing condition"? If so, perhaps Travis Walton or some similarly well-documented abductee should take out the policy, then present the evidence!]
IMPLANT REMOVAL: STRANGER THAN YOU THINK
[In the August 16 edition of the Flash, abductee Pat Parrinello shared some thoughts about the outcome of his "implant removal surgery" conducted one year ago by Dr. Roger Leir and Derrel Sims. The following article is the result of an extensive followup interview between Pat Parrinello and ISCNI's Debra Lindemann.]

Pat Parrinello remembers well the evening he awoke feeling paralyzed. Although he was only six years old at the time, this is the type of experience one never forgets. When Pat had an "implant" surgically removed last August 19, 1995 by Dr. Roger Leir, it represented a culmination of unusual sightings and paranormal events that began at the age of six.
All of Pat's memories are consciously recalled, and he has never undergone any regressive hypnosis. Long before anyone knew much about Pat and his experiences, and before he had decided to have his implant removed, he was convinced that he indeed had an implant. He didn't need anyone to validate it for him. There were too many unusual incidents in his life, too many sightings. Somehow he knew it all related to the strange object in his left hand.
By the time Pat had decided to have his implant removed, he had come to the conclusion that the aliens were keenly aware that they had been discovered.
He noticed that about the time he definitely made the decision to have the surgery, he began having massive headaches in the frontal area of his head, much like migraines. This was approximately one and a half months prior to surgery. He had never been plagued by such painful headaches before. Still stranger was the fact that the headaches completely stopped after removal of his implant. He believes that perhaps he was being warned by the beings not to have his implant removed. Perhaps they were indeed watching his interest and awareness of them.
This suspicion was amplified even further one night about two weeks before his scheduled surgery. He and his dog went as usual to the store next to his home. The store was full of people, so he and the dog walked around the store building and to the back of his apartment complex. As Pat was sitting there, he looked to the east and noticed a large orange full moon rising. After about ten minutes, he returned to the store. He didn't think much of it at the time.
Pat was only in the store for about five minutes. When he came back out of the grocery he noticed that the moon had risen about 45 to 50 degrees in the sky. At the time, he thought, "Damn, the moon has risen in a big hurry!" As he was witnessing this huge moon, he noticed a sort of pulsing in his left earlobe. As he reached up to feel his earlobe, he felt something rather peculiar, like a small knot. His wife also felt the strange object in his ear.
Over the next few weeks, this object seemed to slowly travel upward in his ear from the lobe. By the day of the implant surgery for his hand, the knot in his ear completely dissolved or disappeared.
About a week before his implant surgery, a friend called to let Pat know about an upcoming television program on implants that Pat might be interested in watching. Pat and his wife watched and videotaped the program. Then the day before Pat was scheduled to fly to California for his surgery, he decided to re-watch his video of the program. As Pat watched the video, he was amazed to find that an entire segment on ear implants had been removed from the video, as though it were never recorded in the first place. He knew for a fact that this particular segment was part of the program. Both he and his wife saw the original program, and all of it was recorded. He reviewed the video over and over again, thinking that perhaps he was going nuts. There was no space or glitch in the video. If both he and his wife hadn't seen the program together, he might have begun to doubt his own sanity. To this day, Pat cannot make sense of this experience. He has decided to put it in the category of "high strangeness."
Pat Parrinello feels strongly about examining the motivations behind implant removal. He feels this is an important decision that shouldn't be made hastily or without thought.
He feels that fear is not the right reason for implant removal. Regarding his relationship with whatever beings are behind this phenomenon, Pat says that if the opportunity presented itself to walk right into a craft and meet them, he'd be there. Fear was never a part of his reasoning for removal of the implant. He understands how others may have fear concerning the presence of such a device, particularly if they felt that they were being controlled through it. But he strongly emphasizes that we need to find out the real purpose of these devices and why they're being placed into people. This is the reason he decided to have his implant removed. Once we know the real purpose or function, then individuals can make more intelligent choices on whether to remove them or not.
Pat is convinced that at least one of the purposes of his implant was some type of communications or psychic function. Pat only realized after his implant was removed that something he had taken for granted all of his life as normal, wasn't. That was his psychic or intuitive ability. Pat relied on his intuitive sense as something that was always there for him. Though it landed him in many childhood fights and he often felt ostracized by other kids, it always came in handy during his adult years. He learned to depend on those insights. Suddenly, after implant removal, he felt naked. It was as though someone took him "off line." He does believe, however, that either a certain percentage of his psychic ability remains, or that some of it is beginning to come back. But the frequency is unclear and his intuitive glimpses seem somewhat muddied.
Removal of Pat's implant has not stopped the unusual sightings that are a trademark of his life, however. Though Pat had his implant removed in August of 1995, on November 14, 15 and 16, 1995 he videotaped a remarkable series of daylight sightings in West Columbia, Texas. Sightings in themselves don't necessarily equate with contact; however, most of us have never experienced even one sighting. Did Pat just coincidentally happen to be at the right place at the right time; or is there still some type of continuing relationship that even he is unaware of? Perhaps removal of his implant hasn't completely severed the visitor umbilical cord.
Like all of us, Pat remains anxious for the final laboratory results of the implant analysis. He doesn't know any more about its properties than anyone else outside the testing loop. He has been told that hopefully within one more month, the results should be in. All he could say now, based on the limited information given to him, is that it's "God-awful different from anything that is terrestrial."
Despite the loss of much of his psychic ability and other changes in his life, is Pat glad he made the decision to have the implant removed? His answer was a resounding "yes." He's committed to understanding this mystery further.
REPORT CLAIMS IBM HAS TESTED BRAIN IMPLANTS Alleged Tests Show Implant Can Control Criminals
["Implant" is a concept around which many shades of weirdness and horror seem to converge. Many "abductees" believe they carry implants in their bodies, placed there by alien beings for reasons unknown. Several recent surgical procedures, reported previously in the Flash, have purportedly removed such "alien implants." But some researchers believe that many, if not most, of these implants are not alien at all, but instead the products of human manufacture, placed in human recipients for reasons ranging from identification to tracking to behavior control or worse. Allegations of such human-built implants shade over into dark scenarios of an evil New World Order, to which may be added the supposition that "alien encounters" in general are fabrications of this same evil Order, a kind of convoluted camouflage behind which the human architects of world domination carry forward their schemes.
The following text is one of the few ever received by ISCNI that strikes us as possibly credible documentation of human-built implants designed for behavior control. ISCNI*Flash has not substantiated the claims in this text and cautions our readers that this text may be inaccurate or fraudulent. We will endeavor to learn more, and we invite any reader with additional information to forward it to us.

[John Stadtmiller speaking]: This was a confidential report that was put through the "Intelli-Connection," Security Division of IBM Corporation. It was "CONFIDENTIAL," "LIMITED DISTRIBUTION ONLY," "LEVEL-9 COMMUNICATION." It is on the "20/20 Neutral Chip Implant."
[NOTE: It is possible that the word "Neutral" here and elsewhere in this text is a misprint which should read "Neural." We have left it as it was in the text. - ed]
"The control of crime will be of paramount concern in the 21st Century. We must be ready with our security products when the demand for them becomes popular. Our Research and Development Division has been in contact with the Federal Bureau of Prisons, the California Department of Corrections, the Texas Department of Public Safety, and the Massachusetts Department of Corrections to run limited trials of the 20/20 Neutral Chip Implant.
"We have established representatives of our interests in both management and institutional-level positions with these departments.
"Federal regulations do not permit testing of implants on prisoners, but we have entered into contractual agreements with privatized health care professionals and specified correctional personnel to do limited testing of our products. We also have had major successes, in privately-owned sanitariums, with implant technology."
"We need, however, to expand our testing to research how effective the 20/20 Neutral Chip Implant performs in those people identified as most aggressive in our society.
"Limited testing has produced a number of results.
"In California, several prisoners were identified as members of the 'security threat group,' E.M.E., or Mexican Mafia. They were brought to the Health Services Unit at Pelican Bay and tranquilized with advanced sedatives developed by our Cambridge, Massachusetts laboratory.
"The implant procedure takes 60 to 90 minutes, depending upon the experience of the technician. We are working on a device which will reduce that time by as much as sixty percent.
"The results of implants on eight prisoners yielded the following results: Implants served as surveillance monitoring devices for 'threat group' activity. Implants disabled two subjects during an assault on correctional staff members.
"Universal side effects in all eight test subjects revealed that when the implant was set to [a frequency of] 116 megahertz, all subjects became lethargic and slept on an average of 18 to 22 hours per day. All subjects refused recreation periods for fourteen days during the 116 megahertz test evaluation. Seven out of the eight subjects did not exercise inside the cell or outside of the cell, and five of the eight subjects refused showers for up to three days at a time.
"Each subject was monitored for aggressive activity during the test period, and findings are conclusive that seven out of eight test subjects exhibited no aggression, even when provoked.
"Each subject experienced only minor bleeding from the nose and ears 48 hours after the initial chip implant adjustment.
"Each subject had no knowledge of his implant for the test period, and each implant was retrieved under the guise of 'medical treatment.'
"Essentially, these implants make the unsuspecting prisoner a walking, talking recording of every event that he comes into contact with.
"In Massachusetts, the Department of Corrections has already entered into high-level discussions about releasing certain offenders, with the 20/20 Neutral Chip Implant, into the community.
"Our people are not altogether against the idea. However, attorneys at the Intelli-Connection have advised against implant technology outside of strict control settings. Under the present governmental structure, our liability would be enormous.
"We have a strong lobby in the Congress and in various state legislatures favoring our product.
"We will continue to explore community uses of the 20/20 Neutral Chip Implant, and our company representatives would be attached to all law enforcement operations, with an 'extraction crew' that could be on-site in two hours, from anywhere, at any time."
